What is the Detailed Area Plan?

The Detailed Area Plan (DAP) 2022–2035 is RAJUK's statutory land-use and development control plan for the Dhaka metropolitan region (~1,528 km²). It replaces the earlier DAP 2010–2015 framework for the 2022–2035 planning period.

DAP answers four questions for every plot:

  1. What land use is permitted? (zoning)
  2. How intensely can it be built? (FAR, coverage, height)
  3. What building type is allowed? (category × zone matrix)
  4. What special overlays apply? (TOD, heritage, flood, agricultural)

Legal hierarchy

  • 68 density blocks — merged from 275 ward-level blocks (SRO 466/2025)
  • Plot FAR tables — road width × building category
  • Incentive FAR — bonuses for TOD, affordable housing, open space
  • Setbacks, open space, parking, height — per Bidhimala 2025
