DAP December 2025 Amendment: What Changed?

DAP Second Amendment (SRO 466/2025) — 14 December 2025
This is the current regulatory version used by PlanBD.
1. Density blocks consolidated
275 ward-based blocks → 68 merged blocks. Area FAR caps are now set at the block level (Appendix 3.6).
2. Road FAR increased

Most road-width tiers saw 20–80% increases.
3. Agricultural land protection
All residential and infrastructure construction on agricultural land is fully prohibited. Previous DAP allowed limited urban services — revoked.
4. Flood zones merged
"Main water flow" and "general water flow" merged into a single Flood Flow Zone (FF) — all construction prohibited.
5. Population density raised
Maximum permissible population density: 250 → 300 persons per hectare.
6. TOD incentives formalised
Transit-Oriented Development bonus FAR of +0.5 officially recognised in TOD overlay zones.
7. Bidhimala 2025
Dhaka Imarat Nirman Bidhimala 2025 (SRO 469-Law/2025) replaces the 2008 building rules, aligned with BNBC 2020.
